I can not get this setting to take a 1.

seems to be fixed at 0.

I have also tried to rcon it to a 1 and no luck.

console log dvar dump shows this as set.

I had all player go into game options and turn it on but then server turns it off.

thats because you prolly overriden this feture in the playercontrol.cfg

set ex_forceclientdvars "1"

all the options in that section below that are either forced to be 0 or 1

eg: set ex_crosshair "0" <------forces clients to have crosshair off
set ex_crosshair "1" <--------forces clients to have crosshairs on

only if you set ex_forceclientdvars "0" you can let the client choose
